The U.S. International Trade Commission initially ruled on July 22 that the tires imported from China have caused substantial damage to the U.S. industry, which means that the U.S. Department of Commerce will continue to carry out anti-dumping and countervailing "double anti" investigations on Chinese tires.

The International Trade Commission issued a statement on the same day that six members of the Commission decided by a unanimous vote that the tires of passenger cars and light trucks imported from China received improper government subsidies, dumped in the United States and caused material damage to the U.S. industry.

The statement said that based on this positive ruling, the U.S. Department of Commerce will continue to carry out "double anti" investigations on Chinese tires exported to the United States. It is expected to announce the preliminary results of countervailing on August 27 and anti-dumping on November 10.

At the request of the American Federation of steelworkers and another labor organization, the Ministry of Commerce announced on the 15th that it had officially launched a "double anti" investigation on passenger car and light truck tires imported from China. It was preliminarily determined that the dumping margin of relevant products was 45.8% to 87.99%, and the subsidy margin was higher than 2%. The United States may impose punitive tariffs on such products in China. According to the statistics of the US side, the total amount of China's related products exported to the US in 2013 was about US $2.1 billion, and the total amount in 2012 was about US $1.27 billion.

In the face of the US trade relief measures for Chinese tires, China's Ministry of Commerce said that under the circumstances of serious defects in the qualification of the applicant, the failure of tire enterprises in the United States to support the filing of the case and the opposition of relevant industrial organizations to the filing of the case, the us still launched a "double anti" investigation on Chinese tire products, which violated the WTO rules and domestic laws of the United States. China expressed strong opposition.

China expresses its opposition to the abuse of trade remedy measures and hopes that the United States will draw lessons from the past and handle the case carefully to avoid undermining trade and cooperation between relevant industries of the two countries.
