Ministry of industry and information technology: officially released the entry conditions for tire industry

On September 17, the Ministry of industry and information technology of the people's Republic of China officially issued the access conditions for the tire industry (Document No. 58 of 2014), which will be implemented from October 1, 2014. The following are the detailed rules of the entry conditions for tire industry:

In order to accelerate the industrial upgrading of the tire industry, standardize the production order of the industry, guide fair competition in the industry and promote the sustainable and healthy development of the industry, the entry conditions for the tire industry are formulated in accordance with relevant national laws and regulations and the tire industry policy. The access conditions include automobile tires (excluding bias tires) and construction machinery tires.

1、 Enterprise layout

The new construction, reconstruction and expansion of tire projects must comply with the national industrial planning and industrial policies, the requirements of regional ecological environment planning and overall land use planning, and shall be constructed in the industrial park established according to law. The project shall comply with the overall planning and environmental requirements of the park, with sufficient water resources, environmental capacity, good transportation conditions and three wastes treatment conditions. It is prohibited to build new tire production enterprises in scenic spots, nature reserves, cultural heritage reserves, drinking water source reserves, densely populated residential areas and other areas that need special protection.

2、 Process, quality and equipment

(1) Encourage the development of energy-saving, environment-friendly and safe green tires.

(2) Tire manufacturers shall establish or have stable tire R & D and innovation institutions.

(3) New, reconstructed and expanded tire projects are encouraged to adopt independent intellectual property technology. Encourage the selection of advanced environmental protection technologies for hot glue flue gas collection and treatment; Energy saving technologies such as one-time mixing, nitrogen filled vulcanization and partial pressure steam supply; Full automation of tire forming and vulcanization and other information technologies.

(4) Tire products shall comply with relevant standards of car tires gb9743, truck tires gb9744 and construction machinery tires GB / t1190.

3、 Energy and resource consumption

(1) Tire manufacturers shall have a sound energy management system, strengthen the management of energy measurement, equip and use calibrated energy measurement instruments that meet the expected use requirements according to regulations, and encourage the establishment of energy management centers.

(2) The energy consumption of tire production enterprises shall meet the requirements of energy consumption quota per unit product of tires gb29449, and regularly carry out benchmarking and compliance inspection of energy efficiency and resource consumption.

(3) The fresh water consumption of new tire production enterprises shall be less than 7 tons / (tons of tire products), and that of existing enterprises shall be less than 8 tons / (tons of tire products).

(4) The rubber consumption of new tire production enterprises shall meet the following requirements: truck radial tire is less than 0.53 (ton three rubber) / (ton tire product), light truck radial tire and car radial tire are less than 0.45 (ton three rubber) / (ton tire product), and construction machinery tire is less than 0.49 (ton three rubber) / (ton tire product). The rubber consumption of existing enterprises shall meet the following requirements: truck radial tire is less than 0.54 (ton three rubber) / (ton tire product), light truck radial tire and car radial tire are less than 0.46 (ton three rubber) / (ton tire product), and construction machinery tire is less than 0.51 (ton three rubber) / (ton tire product).

(5) The reuse rate of industrial water in new tire production enterprises should be higher than 95%, and the comprehensive utilization rate of industrial solid waste should be higher than 97%. The reuse rate of industrial water in existing tire production enterprises should be higher than 90%, and the comprehensive utilization rate of industrial solid waste should be higher than 95%.

4、 Environmental protection

(1) Enterprises shall abide by the environmental protection law, the environmental impact assessment law and other laws and regulations, and establish and improve the environmental protection management system. The discharge of sewage and air pollutants from existing, newly-built, reconstructed and expanded tire production plants shall strictly comply with the emission standard of pollutants for rubber products industry (gb27632). Solid waste treatment and disposal meet the national solid waste pollution control standards. If there are local emission standards, the local standards shall be implemented. Carry out cleaner production audit as required and pass the evaluation and acceptance.

(2) For new construction, reconstruction and expansion of tire production enterprises, qualified assessment units must be entrusted to prepare project environmental impact assessment documents in accordance with the requirements of Environmental Impact Assessment Law and other relevant laws and regulations, and pass the examination and approval according to law. Pollution prevention and control measures must be designed, constructed and put into use at the same time as the main works, implement the environmental protection acceptance system for the completion of construction projects, and formulate and report the emergency plan for environmental emergencies.

(3) New and expanded tire production enterprises shall formulate their own monitoring plans, carry out monitoring work and disclose monitoring information according to law in accordance with the requirements of the environmental impact report (form) and its reply, national or local pollutant emission (control) standards and environmental monitoring technical specifications.

5、 Work safety and occupational health

(1) Enterprises shall abide by the law on work safety, the law on the prevention and control of occupational diseases and other laws and regulations, establish a work safety management system, and improve the work safety responsibility system and effective work safety management system; Have the conditions for safe production and occupational health protection stipulated by relevant national laws, regulations and standards; Strengthen the safety production education and training of employees and the troubleshooting and treatment of hidden dangers, carry out the construction of safety production standardization and reach level 3 or above.

(2) The safety facilities and occupational disease prevention facilities of new construction, reconstruction and expansion projects must be designed, constructed, put into production and use at the same time as the main project. The enterprise shall implement occupational disease prevention and control measures, regularly monitor and evaluate occupational disease inductive factors in the workplace, and carry out occupational health monitoring according to law.

6、 Supplementary Provisions

(1) These access conditions apply to all tire manufacturers in the people's Republic of China (except Taiwan, Hong Kong and Macao).

(2) If the laws, regulations, national standards and industrial policies involved in the access conditions are revised, they shall be implemented in accordance with the revised ones.

(3) The access conditions shall be implemented from October 1, 2014 and shall be interpreted by the Ministry of industry and information technology. The Ministry of industry and information technology will revise these access conditions in due time according to the development status of tire industry and the requirements of national economic and social development.
